Implanting the idea of fear and confusion is divisive and does not ease the minds of concerned Americans who would like nothing more than a stable democratic government.

This would be akin to falsely identifying the situation as an immigration problem. I assure you it is empirically and statistically not. Research by the CATO Institute supports this logic.

The chance of an American being killed in a terrorist attack committed by a refugee was 1 in 3.64 billion a year. The annual chance of being murdered by somebody other than a foreign-born terrorist was 252.9 times greater than the chance of dying in a terrorist attack committed by a foreign-born terrorist.

Mr. President the proposals you present is a racialization and a mischaracterization of the problem of terrorism. Additionally, the socioeconomic costs of implementing a ‘merit-based’ system far outweigh the benefits and does not fully address the issue of terrorism. The many more terrorist events pulled off by US born (non-foreign born) perpetrators in the US kill far more people, and the odds of being killed by them are 253 times greater as indicated in the analysis by Cato.
