As for the sychophancy that Trump attracts and breeds around him this is what is amoral and corruptive about the administration as a whole. No matter who he chooses it is based on loyalty — not to the country loyalty to him.
As for them being stupid, not exactly, as Cipolla categorically describes them they are bandits. They are machiavellian by training and trade.

This is why Jeff Sessions, James Comey and others like Omarosa were fired. Stupid people are unpredictable and cannot be understood.
They are primarily and most emphatically responsible for the stupidity you are witnessing at this moment with Trump because they bankrolled his rise and have some influence over the stupid.
Keep in mind that intelligent people look for adantages for everyone including themselves. Bandits only look out for themselves.
Bandits are kept in check by how much we allow them to get away with in terms of harm to us which increases their advantages to their benefit. Unions, regulations, and higher taxes curb their behavior.
There is no curbing the stupid however. This is where Trump steps in. Since he sees or thinks of himself as a Bandit he easily attracts them and they curry his favor.
I would not go as far as to call Bandits intelligent though (they are not). They are just acting on baser instincts that are machiavellian.
